HSM 413 Community Policing

Course Description

This course will examine the concept, principles, development and practice of community policing as an approach to promoting public safety through police-community collaboration. The course explores the relationship between the police, communities and other stakeholders in crime prevention, problem solving, public participation, human rights and the rule of law, with particular attention to the Kenyan context and selected international perspectives.

Course Summary

The course introduces students to the concept and philosophy of community policing, its historical development, principles, dimensions and key stakeholders. It examines police-community partnerships, problem-solving approaches and relevant theoretical perspectives; before focusing on the structure and practice of community policing in Kenya, including its legal framework, human rights, crime-prevention initiatives and challenges. The course concludes by considering the role of technology, changing security environments and emerging approaches in the future development of community policing.

By the end of the course, students are expected to develop the ability to explain, analyse and apply community-policing concepts and approaches to real-world crime and community-safety problems.
